MS 70 is the top of the Sheldon scale: a business-strike coin with no post-production imperfection visible at 5x magnification. It is not a common outcome. On most issues the MS 70 population is a small fraction of what was submitted, and on some it is a two-digit number against mintages in the tens of thousands.

A note on what MS 70 is and isn't: it describes surface preservation on a business strike, not a proof. Proof coins carry PR 70 or PF 70 designations, often with a DCAM or Ultra Cameo qualifier for contrast. Both appear across the Assay House catalogue, and the distinction is stated in every title.
